Why Option A wins (DESIGN_STANDARDS + CLAUDE.md as judge):

Zero new nav surface — CLAUDE.md "Component hygiene" says prefer reuse. RightNowBanner already exists; we extend it.
Dies cleanly post-WC — D-16 date gate just removes the banner item after July 19. No header chrome to peel off, no Discover-tab gap, no FAB to retire.
Lowest demo cognitive load — Reffkin already sees the Right Now banner during the Williamsburg open. The WC card becomes the first thing he sees.
Reuses established pattern — no new component primitive risk. Cross-city drawer is a vaul Drawer (Pattern F in PATTERNS.md).
